Purpose: The Chief Operator has a D-3 and T2 certification, at a minimum, and a skill set of or exceeding an Operator III, with a high degree of technical knowledge, field experience, and the required education, as well as possessing a valid California driver’s license. This position spends less than 50% of their time performing non-exempt work, such as maintenance and repair of the water distribution and treatment systems, and more than 50% of the time performing exempt or management-level work, such as supervising, training, evaluating, planning, scheduling, and assisting the General Manager in budget preparation, preparing reports to the Board of Directors.
Compensation: $104,000 – $133,120 annually

Entranosa Water Association is in search of a new Chief Executive Officer (CEO). Entranosa Water is located in the East Mountains of Albuquerque, New Mexico, and is the largest member-owned water cooperative in the state, with over 5,400 members. Entranosa operates the system with a staff of 14 and generates revenues of $4.5 million. Under the direction of an elected 7-member Board of Directors, the CEO supervises a System Manager, Finance Manager, and Business Manager. The CEO is responsible for all facets of the operation, including annual budget, capital projects, long-term planning, and regulatory compliance.

The ideal candidate will have a minimum of 10 years of experience in utility administration along with either a bachelor’s degree from a four-year institution or a Water Supply Certification Level 4 or equivalency. Preference will be given to an East Mountain or Albuquerque resident.

REQUEST FOR PROPOSALS:  OPEN UNTIL FILLED
Water Distribution Operator
Eastern Sierra Nevada, 17 Miles Southwest of Bishop, California

Aspendell Mutual Water Company seeks proposals from licensed and insured entities for a long-term working relationship with us as Water Distribution Operator for our community water system, #CA1400066.  The selected Water Distribution Operator would provide operations, testing, maintenance, and emergency response services to ensure safe and reliable water delivery.  We invite flexible operational arrangements that meet California regulations.

After many years of great service and improvements to our system, our current Water Distribution Operator has announced plans to gradually transition towards retirement.  Aspendell Mutual Water Company, therefore, seeks qualified candidates for a long-term working relationship with us as Water Distribution Operator for our D1 community water system.  The selected Water System Operator would perform the services as an independent contractor and not as an employee of Aspendell Mutual Water Company.  We seek an initial contract term of three years.  Open Until Filled.

Aspendell Mutual Water Company serves a small residential community located at around 8,400 feet in the Eastern Sierra Nevada, about 17 miles southwest of Bishop.  Surrounded by public lands and National Forest, our community water system provides drinking water and firefighting water in a beautiful, high-elevation environment, where reliability and timely response are essential.

System Overview: The present system has two groundwater wells; three separate 20,000-gallon storage tanks, one control room and backup generator, pipelines; 94 service connections; and 9 fire hydrants.  There are no treatment plants.  A project for a new backup generator and one replacement well is expected to be completed in 2026.

Professional Fit:  This opportunity may be well-suited to an experienced Water Distribution Operator who values: stewardship of a smaller and financially secure system; long-term continuity; independent responsibility; and working where infrastructure, environment, and community are closely connected.  Required qualifications throughout the contract term are:

  • Current Water Distribution Operator Certificate for our D1 water distribution system; and
  • Evidence of each of the following insurance types: General Liability at $1,000,000 per occurrence; Automobile Liability at $1,000,000 per occurrence; and Worker’s Compensation as required by the State of California.

Proposals must include both: 1) a Work Plan, outlining specific services proposed, including meeting California’s regulation that a certified operator be on-site or able to be contacted within one hour for emergencies; & 2) a Cost Proposal.

Title of Position: SUSP Technical Field Specialist

The SUSP Technical Field Specialist will perform operations and maintenance on the water distribution system and/or water/wastewater treatment plants. Daily operations include evaluating and maintaining operations status and conducting routine sampling. The SUSP Technical Field Specialist will report to the SUSP manager or on-site supervisor. They must also be available for on-call duty and emergency services.

Other typical duties and responsibilities will/can include:

  • Provide support to the Supervising Operator
  • Maintain logs of daily activities
  • Perform field duties related to installing, repairing, and maintaining water/wastewater systems.
  • Provide janitorial services as directed
  • Provide landscaping maintenance as required
  • Assist in road maintenance and repair
  • Repair basic equipment such as chemical feed pumps, water pumps, etc.
  • Repair water leaks on mainline and service lines
  • Assist with flushing of the sanitary system and clearing of blocked sewer lines
  • Perform routine maintenance on equipment and vehicles
  • Read water meters
  • Perform routine weekend checks of the facilities
  • Recognize and follow safe water conditions in all job duties performed
  • Perform other duties or special projects as directed by the supervisor
  • Occasional travel may be required
  • Performs skilled and semi-skilled tasks in the operation and maintenance of the water treatment plant

EXPERIENCE AND QUALIFICATIONS

  • High School Diploma or GED
  • Possession of a valid California Driver’s License (Class C), with a clean driving record
  • Knowledge of basic equipment and vehicle maintenance
  • Above average computer and GPS skills (working knowledge of MS Office Suite: Word, Excel, PowerPoint, Outlook, etc.)
  • A positive can-do attitude, team player, and independent worker
  • Good written and verbal communication skills

Preferred Qualifications

  • California Water Treatment Certification Grade II or higher
  • California Water Distribution Certification Grade II or higher

BENEFITS

CRWA provides competitive salaries and benefits. Retirement is paid by the employer and is fully vested after 1 year of employment with the association. Our medical insurance is paid 100% for the employee, and picks up 2/3 of the cost of family insurance, dental, and vision are provided and paid by the employer as well.

Summary of Essential Job Functions

Technical Assistance

The Technical Specialist will provide technical assistance in the following areas, as needed:

  1. Technical Assistance: Assist entities by providing technical assistance resources to resolve any water issues to become compliant with changing regulatory requirements. Topics can include establishing new rate schedules, setting up proper testing methods, understanding changing and complex government regulations, and training on operator certification requirements. Water topics/activities may include:

– Meeting with water systems and local agencies to provide support and assistance, dependent on the system’s needs.

– Meeting with the local regional board and SWRCB staff regarding potential water projects.

– Listing significant milestones that would be required to complete a potential project.

– Liaison between project entities, funding entities, and regulators.

  1. Drinking Water Project Assistance: If a potential project is identified and the system is ready to move forward, the Technical Specialist would:

– Provide the project entity with project management assistance, including but not limited to: Consultation, attending project meetings, reviewing the preliminary design report and iterations of plans and specifications, responding to regulatory and governmental entities, assisting with project issues, being available to attend board and council meetings as needed, attending construction meetings, assisting with the selection of the contractor, construction manager, and inspectors, and representing the project entity as directed.

  1. Leak Detection Support: If a potential project is identified that requires on-site leak detection support, the Technical Specialist would:

– Support the on-site Leak Detection Specialist during the analysis with various tasks as needed.

– Provide traffic control support as needed during the field analysis.

Physical Demands:

  • Travel for extended periods throughout the state by car or airplane
  • Ability to lift 20lbs or less
  • Sitting, standing, or walking for long periods
