General Manager - Rosamond Community Services District
Rosamond Community Services District (RCSD) with a population of 17,000, located in the High Desert of Kern County, is seeking an experienced General Manager to oversee the delivery of services to the growing community. This at-will executive position reports to a five-member Board of Directors and is responsible for the overall administration of the special district for service delivery, operations and capital projects. The General Manager is responsible to plan, direct, manage and oversee the activities and operations of the District and to provide highly responsible and complex administration support to the Board of Directors. The General Manager, as directed by the Board of Directors, will assist in lobbying legislative groups, local agencies and potential businesses to assist with the continued growth and development of the community.
The successful candidate will possess a diversified background with emphasis in Water, Waste Water, Finance, Parks & Recreation and Economic Development. The General Manager will be expected to review and address a broad array of organizational and financial matters to continue to ensure fiscal health of the District and deliver top-quality services to the community.
Education and Experience required: Bachelor's degree (B. A.) from four-year college or university with major course work in Public Administration, or related field; (7) seven years increasingly responsible experience involving the operation and maintenance of water treatment facilities and related distribution systems including four years of administrative, financial and supervisory responsibility. Salary for the position will be dependent upon qualifications and based on the candidate s career history. An executive-level benefits package is available.
